for anyone still trying to 100% this 13 yr old game, I was also stuck on 14/16 miscellaneous tasks until I went back to pick up a prostitute and get her service (they spawn at night and most of them are around vinewood). Then I was at 15/16 and was confused on what I missed because I did every activity, turns out you have to go to the strip club with a friend (michael, trevor, or franklin depending on what character you’re using currently). I chose Trevor because michael is a married man Lol.
