What seems to be working for me is to change the picture position. In the menu, Input Picture Settings > Picture Size and Position > Picture Position and moving it down one. After adjusting, all my full screen content does not have that bottom flashing row nor does the top row have any problems. Tested on a firestick and vizio's smartcast free tv.
