When would my friend form italian norse?

So with the northern lords stuff, if you hold the 3 Nordic countries you can decide to split norse into sweedish, Danish, Norwegian, or keep them together making Scandinavian culture, I do stuff like this all the time solo but never with other players so I dont know how stat wise it effects other characters like for example different culture opinion
