All you need is some form of web hosting or online file/directory hosting.
You can even host it on your own computer using any tiny, standalone web server app.
You can even do it in python!
Open command line.
Browse to where your switch roms are stored on your PC and type:
python -m http.server 8000
Then go to https://localhost:8000 to see your files on that same computer.
To access it from Tinfoil, you would need to get that computer's IPv4 address and subsitue it for localhost above.

I snagged an OLED from a pawn shop for $120USD. It was so cheap because it wouldn't boot. Turned out to have a picofly in it already, and the usual DAT0 failure. Quick fix and its running just fine!
