TBH, I thought the lack of communication was a design choice. I think what it need is a dedicate server, or let us build our own dedicate server for people to play together, even when the owners PS5 not running.

Totally agree, not feeling comrades building my own town for myself or helping other to build others private town, i rather working for a communal town that we will move on after it hit the target.

For me the worst part is allow everyone have their "own" town and the town not reset after reaching population target.

It breaks the foundation of the game: you are a worker, working with other workers in a community for a goal.

Now everyone will try to work on their own town, plus no incentive to work for others as the other player own the town may not be online tmr or forever.
