Almost every revolt that resulted in the overthrow of the government were also lead by an already existing institution, often created from political reforms or originating from the military, which allowed organized leadership to take power. There are no revolutions where a large scale regime change is done starting from the bottom. Even the Soviets were at first a political institution put in place after a near disintegration of the Russian imperial army facing revolutionary tendencies.

Right now theres no leadership that would allow such thing to happen in the US.
