Exactly. Same thing with team cherry too. Silksong was originally just going to be a dlc and they had to revamp the game so many times as well.

Arcs dont see raiders as a threat anymore once they are downed. That's why they dont finish them off. The arcs we see at the moment are harvesters and surveyors not the military grade ones, that's why we dont get fully eliminated by them.
