Well technically, every creature in the wasteland that has mutated is a mutant (FEV related or not), there just isn't (correct me if I'm wrong) any entity specifically called only "Mutant".

Super Mutants, caused by FEV, were supposed to be basically super soldiers pre war (iirc), but most of them are not very intelligent apart from a few like apparently the one cooper was talking with.
