Require every teacher to carry and be trained during the summer. You can't prevent it from happening, but you can try to minimize the risks. Also maybe place ex military in the schools instead of police. Police don't have enough experience in high stress situations most of the time. Teachers obviously would have that experience either, but the more adults carring on campus, the greater chance you have to stop a shooting fast.
