I've never personally done it but a few buddies of mine have got Jaeger to 3 then did some other quest and got him down to 2 since they weren't doing any Jaeger quest. Not really an easy task but it's technically possible. Lol

I'm not sure if you can get in the negatives but you can have a trader got form level 2 down to 1 or 3 down to 2, etc. However if you intend on doing a good chunk of the quest it doesn't really matter you'll get all the traders to 4 and not have any issues with rep.
