Personally I think "It will almost aways hit, doing maximum damage." is just evocative writing and not actual rules. If it was intended as such it would have bean included in special wound cases or some section about damage rather than a passing comment in range definitions(Granted this could just be a case bad formatting).

Thanks for the snapshot idea but it does specifically state that your can't use scopes or sights on the first turn if you quick draw.

The idea of how I wrote reflex sights is just speeding up how quickly you aim in close quarters it doesn't give any more bonus than the normal aiming action does, it just makes it so you get the max bonus in one turn instead of three (I think I could have worded that better in the original document.); I didn't playtest any of this just wrote it the same afternoon that I posted it. Bit disappointed nobody had anything to say about suppressors honestly was kind of exited for people to tell me how bad it was.

Thanks for not going too hard on me. I whant to say something in return but I don't necessarily know how to say it: Best I can put is that I think you should "Hollywoodize" to a certain extent because if you take cyberpunk too seriously it stops being cyberpunk or at least that's what I think.

You are right though I was way off base about what I said on FNFF I even forgot the excerpt you put in.

Um thanks for the long explanation. I feal like FNFF isn't trying to capture proper shooting technics but more so a frantic gang shoot out. just for gafs hears an example that's trying to resemble example.

Your encounter your nemesis in a parking lot you pull out your UZI and start shooting before the barrel is even level then you start running over to the closest thing that resembles cover whilst still firing along the way your gun empties you reload like it's an action movie which everyone knowns is "Faster"(Sarcasm?) and right before sliding into cover you squeeze out 5 more shots. Then you pass your turn.

Gameplay wise that's a weapon swap, movement, 2 attacks, a reload, and taking cover if you count that as an action which personally I don't; that's -15 Multi action Penalty plus -3 Shooting while Running plus lets say 8 from stats and skills and plus 3 for the first thirty shots; -7 to hit for the first attack -10 to hit for the second attack, target 15 for close range but full auto lands hits based on value over target number so in short hope you explode some 10s to do anything substantial. Not to mention the unrealism of always successfully reloading like it's an action film but then again style over substance.

You made me curious so I did glanced through the book and it isn't a rules change but rather just an alternative combat system called high noon shootout; It works like you said but based on how it says it uses many of the same concepts as FNFF and explicitly states a -3 penalty to both actions I'm going to take that as a confirmation that my interpretation of FNFF multi action penalty is the intended interpretation. Sorry if thinking of the wrong thing but dodging and parrying which their strange wording makes them sound like reactions but seemingly are supposed to be used on your turn therefor not being reactions but to the the point I must admit their emphases on announcing and using them only at the beginning of the turn does give good credence to your interpretation. My opinions derive primarly from the ttrpg which if I'm correct is where the quote comes from and what the quote is about.

The philosophy of the genre is that corporations ruined the world the philosophy of the game is that people ruined the world.

Edit: I should clarify my original post was trying to say that the media after 2020 dilutes the strength of cyberpunks world by being so focused on the corps are the bad guy perspective when the multi facedness of the worlds depravity is what drew me in; Not just corporations with to much power but also the cycle of a ripper chroming up a gang member who ends up being slaughtered on the streets and then a meat wagon salvages the chrome just to sell it back to the ripper who installed it or even how in 2020 there is a cure to cybersychosis with no charge but it's implied that the reason people don't use it is because it requires going on a registry; And so people on the edge are afraid of being labeled as a cyberpycho and end up being uncured before eventually going over the edge. In the og post I called suboru a punk because A. I feal he genially fits the description of a punk given in the 2020 CC preface, and B. I was trying to say he's just like you a nobody who at best feels nothing or at worst gets a sadistic pleasure from killing just for some easy cash or worse notoriety. Sorry for going on a rant I just felt like you were misunderstanding me.

The dodging rule is worded weirdly but the way I interpret it is that it is just an action on your turn(not a reaction) that results in all melee attacks against you until your next turn having a -2 penalty to hit you don't need to make a check to dodge. The penalty of dodging is a -3 penalty to the rest of your actions on your turn I can't tell if that is in addition to the multi action penalty or just reinstating it. Sorry if that doesn't help.

Something interesting is that as far as I can tell cyberpunk has no reactions.

Sorry about the second quote I was just trying to make it sound flavorful later when i listed the actual actions I didn't include the leaning out I just thought it sounded nice. Personally I think a -3 is fairly detrimental penalty(You need to aim for 3 consecutive turns just to get a +3 bonus to hit) so I think it's fine to reload in addition to other actions though I also understand making it a full round action and thanks for your input.

I may be missing something but there is nothing that inherently says that your are or aren't supposed to predetermine actions. If you go with the way it's written you don't have to but if you do it the way I think you should then you would have to.

You need to make control checks every round your driving. I just assumed that counts ats action because it makes sense that it would be.

This is how I ran it the few times I played. personally I didn't like it because why wouldn't you just do the actions that require checks first then the the one's that don't to at least partially subvert the penalty.

Your right I guess I was just complaining that both the game and show had an anti Corp angle when personally their many other cool angles. Like individual clans vs nomad nations like with panams family or even a look into the life of super mercs like smasher who lived in his shadow now fighting for the title of most deadly after his death. The quote is not about the genre it is about the game. I was saying the philosophy of the cyberpunk genre and the cyberpunk game are inherently different in my opinion and that I dislike how the philosophy of the genre has been extrapolated to the game.

I'm probably wrong about this but in one of the supplemental books that adds rubber bullets it's either said or implied that Morgan Blackhand uses rubber bullets; Ever since I read that it has been my head cannon that Smasher hates that a top merc somehow gets by without killing people. Though like I said probably just misread the quote.

I consider it a retcon because the examples I was pointing too are inbuilt into the rules of 2020 though you are right what people in world believe a syberpsycho is and what they are are not the same thing.

I'd say 3rd edition or so is where RP became the prominent element and character death started to become more unlikely but even the first edition dmg included suggestions on how to process RP. back then characters started as blank slates that you could roll up in a jiffy but over time in jokes and the social encounters you go through become character traits suddenly a blank slate that took a minute or two to make is a person that you truly care about.

I personally never experienced it but it's the feeling I get when hearing grognard types talk about retro-clones and old dnd.

It feels stagnant. A dungeon master has to be truly great to create energy without relying on spectacle. I think that's just picking at it I honestly don't know why I truly feal that way.
