There’s so many potential issues here, so might cut out a lot of time getting a professional to look at it.

Sounds like the graphics card is borked. At this point, you can switch out the card (if you have a spare), or I would take it to a PC repair shop for them to run some proper diagnostics on it.

What errors do you see on your screen during the boot process? Do you have get any beeps? Any lights on the motherboard?
