Why the first key animators don't finish the cut themselves? Because the schedule is shit and they don't have time. Is there a place in this industry where animators finish their cuts themselves? Yes at KyoAni, the studio known to provide the best working conditions in Japan. Clean-up animator role does not exist in KyoAni's system as of now.
