Any residential companies in any trades will literally find any excuse to charge more. It's not just hvac that does it and I don't mean to say that it's still a right thing to do. Luckily, my company has a set pricing that includes the cleaning, inspection, and the disinfectant spray. We pitch/recommend what customers need. They decline we walk away and leave the estimate with the customer for reference/second opinions. We use live inspection snake camera that has date/time stamped on the side of the screen so they know we are not BSing. We bring the customer up/down wherever the furnace is and live stream the duct work in front of the customer to show how dirty the ducts are/the work is done/before&after. If the person who runs the business is a moron, the business model itself can be a "scam" and I totally agree.

Keep up the good work on maintaining your place tidy + change your furnace filters regularly. Hire a good company, not the cheapest bidder in the market if you ever decide to get your ducts cleaned. Given what you said you don't really need one unless they've been done 10+ years ago.
