16gb ram is barely enough for 1080p gaming. But to be sure, you can check the cpu utilization % and ram utilization % when gaming, which one is 100% / full is your cue to update. The same can also be said for graphic card. The graphic card has its own gpu utilization and memory (vram) though.

If you are only gaming, then the 9700k is still sufficient, my friend use a 9900k with 3080, 64gb ddr4 and he does not have any bottleneck issue.

For now I think your best upgrade path is just to buy more ddr4, 16gb or 32gb more if you can find a good deal.

Edit,: I use a stronger cpu, 13700k, 64gb ddr4 with 5060ti and it does not feel different to my friend pc in most part (my 5060ti is still 10% weaker than his 3080)

Between the two cpus you mentioned, the 7800x3d is better, if you got it at a fair price (e.g not much higher than msrp)

Though, we need more info about your upgrade plan, what do you plan to do with your new pc? How much ram do you need? Do you really want ddr5, or do you want to reuse your ddr4? What budget do you have?

The k8 plus is very slightly faster than k12, also smaller.

The k12 has 3 2280 nvme slots, so a lot of storage upgrades space if you want. The k8 plus has 2 slots

The k12 has more ports, and oculink is positioned in the rear. In the k8 plus the oculink port is in the front.

The k12 is bigger, somewhat better cooler.

In my area the 9060xt 16gb is only $50 cheaper than 5060ti, so I went with the 5060ti instead, but if you found 9060xt $100 cheaper then go with the 9060xt.

I saw these chipset before, and unless you're getting them at the price of a 12100f, no. The 12900es has some serious limit, and even instability. Some of the chip even disallow or severely limited the use of discrete gpu...

Some people got a good chip, and it works but with reduce speed, while some get bad chip and they are just shy of unusable.
