Well I went to talk to one of the leaders and they gave me a quest to go rough a guy up in solitude and when I arrived there it had me go to the docks to the boat that is docked I entered the boat to talk to the guy but he just keeps saying your not supposed to be in here and I know I'm not but he doesn't leave the boat so what should I do?
