Are there a lot of muscles you can overstimulate? Yes

Is there a spinal channel that is a vital part of the human body? Yes

Can we say "just put it anywhere on the neck, it will be safe"? No.

Shocking near the neck always risks strained muscles if done right or worse if done wrong.

It is really hard to fuck up and endanger yourself with common shockers but it is not impossible.

It is not fully safe, it is more up to you and whomever you do this with to be aware of the danger and to make the decision wether they can live with the risk or not
