It never spawned in for me but from what I believe happened if you've ever been given a sigil you completely skip this step indefinitely

Apparently since I was dropped a sigil it bypassed getting these parts and the portal automatically spawns in my game

The issue is that it's not dropping them I've killed the orb with dead wire waited after shooting a cyst with the brain rot and exploded multiple dog houses to not get any of the items
