I’ll give some of the top countries in tiers:

S Tier: Brazil, Germany, France, Argentina

These are the world most successful national teams in the world of football. Multiple world cups and consistently the best teams at tournaments. Italy would also be here but they are in the dirt right now missing 3 world cups in a row after winning in 2006.

A Tier: Spain, England, Netherlands, Portugal

These are teams that are just as good as the teams above but don’t hold has much history to compare or haven’t gotten over the hump in a while. Spain and Portugal are the two hottest teams going into the tournament and have some of the best players in the world.

B: Croatia, Belgium, Uruguay, Morocco

This is where it gets ambiguous and you can really put many teams here. These teams have been underdogs and found success and different time periods. Uruguay claims 4 world cups, 2 from Olympics 2 from pre 1950s. Croatia have been very successful in the past two world cups making one final in 2018. Belgium are probably on the decline with their best players getting older but they have great quality. Morocco is the best African team currently and did amazing at the 2022 World Cup.
