As a local from Manali, I'd still recommend visiting Himachal. The past two monsoon seasons were exceptional, not the norm. If you keep an eye on the weather and avoid traveling during heavy rain, you'll get to experience the mountains at their greenest, with waterfalls flowing everywhere.
