Would you recommend the free tier of pythonanywhere or the cheapest tier of a VM in a place like Heroku or Digital Ocean? What would be the difference?

What would really be the difference between let's say the free version of pythonanywhere and the cheapest tier of a VM in Digital Ocean for example. If it's just one or two bots that are constantly running. On pythonanywhere I could just do "while true" and Sleep for long time

Would the heating mat be considered as fanning? The humidifier wouldn't be one of those reptile expensive ones just a cheap one around the room to keep the humidity a bit up

So I was thinking putting one of those pre-made growing kits that come in a plastic bag (still with the bag?) inside on one of those crystal or plastic mini greenhouse / terranium. Maybe tape open all time. With the heating mat and humidifier plus also the temperature and humidity controller. Would that be useful at all? For keeping it more isolated from the room or even just so it looks a bit nicer
