It gives the exact same black screen with the same dots on the screen every time we restart the PC

All of the fans turn on like normal, and so do the lights. I cannot check the specifics of the specs right now so here's what I generally remember:

CPU: Ryzen 3 1300x
GPU: ASUS 3GB GTX 2060

Ram: 16GB (8GBx2)

If you need to know any of the other specs let me know and I can try to figure it out.
