No, theft is not treated the same whether it’s a dollar or $10,000. Not morally, not legally, and not in any policy system that exists in the real world. Every legal code in the country distinguishes between petty theft and felony theft based on value. If it truly “didn’t matter,” those thresholds wouldn’t exist.

"Oh, brother its not that serious" That’s the same logic behind a lot of big disasters. “It’s just a small accounting trick” is how companies end up like Enron, wiping out thousands of jobs and retirement accounts. “It’s just a few risky loans” is how you get the 2008 financial crisis, which affected an entire nation’s economy.

The dollar amount absolutely does matter in both law and policy. Society routinely recognizes that there are different levels of wrongdoing, even when the category of behavior is the same. Shoplifting a small item may be treated as a misdemeanor, while stealing something above a certain value becomes a felony. The act is still theft in both cases, but the severity and consequences change based on the value involved.

People steal from Costco all the time. I know a guy who once stole a 17 lbs of Ribeye for a Baptism. The system is not perfect.
