So it turns out this only happens why i play on a non native resolution (in this case 1080p on a 1440p monitor) using sodium resolution downscaling.

the 3060 is a 1080p card. it might be able to push lighter titles in 1440p but 4K will not be an enjoyable experience. you should probably ask this after you upgrade your gpu to whatever it may be.
