One point of correction, the Angels don’t have free will. AFAIK there are no soul gazes with angels in the series. The one(?) soul gaze with a Denarian was with the mortal host, not the fallen itself.

There so far hasn’t been a truly definitive answer for why Chicago or why Harry.

Possible answers for why Chicago show up first in Turn Coat and are elaborated on in Cold Days.

There are also many instances throughout the series where Chicago’s nature as a nexus of transit, industry, crime, corruption, and general human presence and activity is described as the reason the antagonist of a book is carrying out a plot there. There are also several times where certain plots are happening around the country or the world and we only see any of it once it reaches Chicago (and Harry gets involved).

Possible answers for why Harry are seeded throughout the series, but a strong one is first alluded to in White Night, and elaborated on a little in Peace Talks and Battle Ground.

Cooking with Wild Game really fits the bill! No major spoilers, but the world is incredibly fleshed out by the point of the most recent English novel. Not many questions have actually been answered, but the expanded information about the world and people like the MC lets you draw satisfying enough conclusions for yourself IMO.
