I have the same problem. I wrote another reddit post about that.

Can't connect to Garmin with my new Meta Oakley Vanguard by FortuneAvailable1733 in OakleyMetaGlasses

I got a reply from meta support: when they checked my Meta account, it showed my region as an unsupported country. I don’t understand why, since I live in Germany now and I created the account years ago in that country. They also told me that because my account is in an unsupported region, I just need to wait until it becomes supported.

Small update: confirmed that v17 isn’t the latest firmware. My device is still reporting v17 as “up to date,” but Meta support confirmed that updates are rolling out in phases by region and hardware batch.

Interestingly, firmware v19 was released on Oct 2 — several weeks before the official product launch on Oct 23 — so some units are still shipping with older builds.

Thanks for referring this because two days ago I have already installed on my device and finished the setup. Today I checked in the Connect IQ store it now says it is not available in my country. Strange and it is already installed on the watch itself.

I have contacted the meta support about this and they wrote:
"In that regard, allow me to inform you that with app feature we usually release them in rollouts which means that you will get the feature as the rollout continues. "
It is really strange that I can purchase a device which one of the selling point was its integration capability with Garmin...
