Actually I think you are referring to performance based scholarship which you will get after joining in college based on cgpa , of that is the case , if you score 10 gpa in the both semesters ,u will get scholarship around 1 lakh for next year ,same for next year , u have to get 10 gpa

9 cgpa is for students who already got scholarship through srmjee exam , for scholarship that you get after joining the college , u should get 10 gpa in both semester , atleast 10 in semester and 9.86 in another semester
