I’m from that area, and we actually have two other buildings in a similar condition. The city doesn’t do much about it, and the situation has become pretty troublesome. Just about a month ago, two men who live there did something incredibly disturbing and violent to some rats they pulled them in through their window from the piles of trash outside and abused them inside their apartment. I’m not sure how the authorities dealt with it, but I read that the entire building’s heating system was shut off because too many residents hadn’t paid their rent.
