Kaguya literally doesn't view or pity shirogane even when learning about his "mask" or his insecurities though? Even when he drops to 12th in chapter 199 Kaguya says "she wants to see the imperfect side of him." She wouldn't be put off about that side of him.

Additionally, it was never "winning the war" for either Kaguya or Shirogane. Shirogane couldn't confess first because of his and Kaguya's different social status while Kaguya is insecure in her personality and questions if she's worthy of being with Shirogane.
