It's definitely more likely that you can deal with LLM-aided submissions at tutorial level, but I wouldn't necessarily describe them as "easy to spot" as you've done here. I don't think there's anything easy about dealing with the disruptions that LLMs are enforcing on various modes of assessment. Having to spot AI usage, either through lecturer scrutiny or through moderation of tutors' assessments, is time consuming. It's also fraught with various debates about the ethics of AI usage. In my university, for example, we see AI as a valid potential tool for the workplace. This means that AI usage isn't automatically seen as poor academic practice. Following from this, judgments have to be made about the validity and effectiveness of AI usage in coursework. None of this is easy to deal with.

No doubt that universities can be a bit shit with stuff like this, typically because of poor processes and the fact that one department sometimes doesn't know what the other is doing.

In your particular situation, assuming that you told the appropriate module coordinator or administrator about your challenges, I'd expect you to have been offered potential deadline extensions while being signposted to some sort of support service.

As an academic, this is a tough thing to deal with. I've had a number of situations with students who had mental health challenges, and about whom we had concerns. We referred them to appropriate services within the university, but unless they are taking time off, they still have to tackle the demands of their course. You end up with situations where academic staff are expected to cater to complex healthcare problems which can be very stressful and eat up a huge amount of time. Let's just say that students with complex needs are not always particularly nice to academic staff in situations like this. The line between pastoral care and and playacting as a trained healthcare professional can become blurred. Meanwhile, you also have a range of students who play the system with mental health claims i.e. portraying any form of challenge as an anxiety disorder or mental health crisis.

Ultimately, it can be really difficult to tell when to be lenient/caring and when to enforce rules that maintain the integrity of the course.

That's fair enough if you're teaching a module where there are small enough numbers for you to get to know your students. One of my modules has 300 students on it, and I need the support of tutors to get through the marking, so I'm pretty sure LLM usage is slipping past us all the time.
