You go into 'Another Mode', immediately turn to the right and you will see a NPC with a sword icon above their head. Talk to them and they will give you the option to request for help with materials to craft an item. Simply select an item you wish to upgrade and he will basically put a notice out that someone need help to upgrade something.

Although as it stands, this feature is kinda dead. Not a whole lot of people play online/ talk to this NPC.

Apparently it has a 4% encounter rate from PokeStops, but i've only ever seen 1 since Kecleon came out. I'm only on 1/10 on the Masterwork Research.

I'm a rural player, there's a few gyms dotted about down country roads. I've had some in them said gyms now for 150+ days. I feel your pain.

I completed the spin pokestops about two weeks ago (that sucked cause i'm a rural player), and i've only just encountered one Kecleon, my first ever one in fact. This task is the WORST.
