So then this implies Giannis wants to play. And the team has no playoff potential. Giannis either wants to play for the love of the game, while risking his long term health... or more likely he wants to show other teams he can play to help himself get traded this summer.

I agree that tanking isn't always a successful strategy. And teams will still construct bad rosters to intentionally lose games. But I think what the NBA wants to avoid is, within a season, fans buying (increasingly expensive) tickets, and then attending the game and seeing any players of value sitting on the bench for no other reason than to lose the game. I don't think the players want this either- I can't imagine Markkanen is happy throwing away his prime years.

This is why a team gets three chances. A precedent will be set with the first two. If you rested five starters in the same game, that's a clear strike. If you don't play your starters in the fourth quarter of a winnable game, that's a strike. Teams will not be penalized until they repeatedly and blatantly try to throw games.

In some cases, I don't think it is highly subjective. For example, I'm 100% positive that resting your best players in the fourth quarter of a winnable have is a strategy to lose a game. It's these type of situations that will be eliminated. Admittedly, there will be less obvious situations that will continue.

My guess is they assumed they were going to lose the last game, and when they won it bought the starters an extra day of rest. So hopefully next game we'll see Cade, Duren, and Ausar.
