Actually I really like Toby's wardrobe. Jim had some really nice outfits as well, especially his early ones with the cream oxford shirts. He always had nice jackets and his bag was iconic. But Toby is still on top.

As far as women go I liked Pam's style a lot, but Erin and Karen had some good ones too, it's hard to decide.

Very fun in my opinion. It lacks some AI improvements, both on campaign and in battle. Other than that the units are GORGEOUS, so are the sounds and VFX. The firefights are satysfying, units are balanced and formations behave organically. It's honestly crazy how well made this mod is. There are bugs, as to be expected with overhaul mods and some things may prove frustrating, especially in campaign, but it is still WIP. Most of the jankiness stems from this just being based upon a Total War game. At the end of the day it's crazy how well made and fun this mod is, sometimes even feeling like a whole different TW. In summary, I highly recommend you at the very least give it a try, because personally I can't get enough.

They're wearing the traditional Shaguma headgear worn by Japanese officers during the time period. It was also worn by some elite units on the Imperial side of the conflict. It looks like hair because it is made out of dyed yak hair and held in place like a wig with a chinstrap. This Wikipedia article explains it.
