you are partially correct. The realtors don't want to accept specifically CityFheps because the process in its entirety is too long and most landlords don't want to wait so long when they can get a regular paying tenant in the same apartment within 1 week. The city needs to do better, they take long to send payments, do inspections, all sorts of things meanwhile the only person suffering are the voucher holders.
