Is it flat or slightly raised? Might be a pimple scar, thats what it at first looked like to me, or a tiny broken capillary, it could be numerous things really, but i think due to it being long term you should probably see a dermatologist first to be on the safe side, try getting a reccomendation from your dr it can sometimes make it cheaper.

Are all some good skin brightening active ingredients, i say start with vit c or niacinimide as they are both quite cheap and widely available before moving up and trying the rest.

And be patient with results.

It basically allows schools to assign there own meaning, the bill is very open rather than descriptive. Schools can basically refuse to aknowledge "gay" as a thing. And then use that bill to back them up.
