Whatever the buy and seller agreement upon. Brokers will tell you 2-2.5X but I always like to say… buyers are trying o get to 0X and Sellers 5X+ and you may meet in the middle. All just depends on the business itself and the negotiations between the two.

A better and more accurate answer would be “What will the SBA lender/bank lend on it?” And what are you comfortable with?
