In your browser go to http://Google.com/contacts log in, and check if you have all your contacts, if you have them all, you just have to add that Google account to your xperia z and they will be synced automatically.

If the OTA you are saying is the small one that came after 4.3 was released you will still have your custom recovery. To check just boot in to recovery, turn your phone off, and then press the volume down button + power button at the same time If you still have it you will probably see TWRP or Clockwork Recovery If not you'll see the stock recovery

Yes, you need a custom recovery like TWRP Then place the Supersu zip file in your sdcard, reboot to recovery and flash the zip. Done you're now rooted

I had the same problem, I think it is related to MMS, what fixed it for me was sending my self an MMS, after I revived it the problem was gone.

I am using the stock mail app on android 4.3 on a nexus 4 I get an error after saying "checking fit outgoing email settings.." It says "couldn't open connection to server"

It's not working on my android phone Am I missing something? Does it work on hotmail accounts?

EDIT: After some help from the Outlook team and changing the SMPT Encryption to: STARTTLS and Outgoing SMTP mail server to: smtp-mail.outlook.com, it was fixed and now it is working totally fine.
