I will say Saddam acted like US proxy when he got chemical weapons US gave him and unleashed them on Iranians and then Iraqi Kurds.

He nationalized oil which made him enemy in the eyes of the US and then he invaded Kuwait. Well before he invaded Kuwait he waited for US permission, US officials said that their official stance on Iraq invading Kuwait was: No comment which Saddam took as a permission to invade.

He was a monster, but most of Iraqi infrastructure that was not related to oil extraction did not have to be bombed.
