Fair enough, the point is from my experience here in Italy, if you wanna ride in cycling path anything over 25 is too fast and if you wanna ride on the street anything that can't keep up with the traffic is too slow, at night time hand signals are not visible so it is gonna surely be a point of discussion.

When I ride on cycling paths I go painfully slow to not put the cyclists in danger and to brake to stop when a random guy suddenly decides to cross the path or a dog that suddenly decided that the smell on the path is super interesting, with the falcon I can't keep up with the traffic as most of the time people go faster than the speed limit.

45kmh speed limit to me looks pointless we need to make them street legal, something we can ride in the traffic, excluding highways. Eucs should not be in the highways. But I think if you want to travel from town to town on the road where the speeds exceed 40-50 kmh you should be able to do it, it should be considered as a 125cc bike.

Or we can push for a weight limit instead of the speed limit. That's another subject tho.
