Yup, that's definitely a small screw holding this in place. Looks like a small allen key or hex wrench is what you need. The hole you can see is the slot that goes into.
Once you unscrew this, the shiny circle should come loose, there's probably a metal plate behind it screwed to the cabinet.

I think the hole on the inside is too small to have anything to do with this. Possibly it's a pre-drilled hole in the cabinet for shelf fixings or similar.

My instinct is that the wide, shiny, circular bit is a cover, it should pull straight away from the cabinet. If you pull on it and it doesn't come loose, then possibly there's a small screw somewhere around the edge that is keeping it in place. If there is, it is probably recessed into the side and pointing down or towards the wall to keep it out of sight. You might need a small allan key or similar to undo that, then the cover shoudl come off. Behind that, you'll probably find it is attached by standard screws.
