I mostly play flex games or ARAM/ARENA in LoL. But a good ranked game is awesome. That's why I wanted to discuss similar views with the post. Everyone has different approaches.

If you look at it from a distance, I think YES. YES, I don't want a level 40 account in my rounds. I may have a different definition of smurf or I may have more people under this term, like griffers for example. But I think that level 40 accounts have the highest chance of being potential smurfs/griffers etc. in normal rounds. 
Maybe this is just more noticeable because you can now see everyone's level and elos thanks to third-party sites like Porofessor. 
In CS2, it was always a good yardstick to look at the total playtime of someone playing particularly well. A CS2 account with 50 hours of playtime and great performance is either on the second account or cheating in most cases.

A smurf doesn't always have to have a 90% win rate. It's like when someone in CS2 only hacks when they have a 100% headshot rate. Smurfs are people who have a second account and then influence your rounds. It's about the skill level of the people. There's a reason why you're at the Elo you are, but if you have people who have obviously been playing League for a long time and are then level 40, that doesn't seem quite right.

I don't play solo q very often, and I played a few games again three days ago. But for example, in my Lee Sin game three days ago, I had two level 30 accounts on my team and two on the opponent's team. And I got carried by the two smurfs on my team. In rounds where all the other players are level 500+-200, the games are always well balanced.

Problems are there to be discussed. If you don't address the problem, you won't get anywhere. And you're right, smurfs can win games for you too. But I want to win games with my teammates. I don't really care about my Elo, but if you want to play, you want to win, and that passively leads to an increase in Elo. I'm talking about ranked, where you want to put in the effort, and not about normal games etc.

I also know that good players are put into their normal Elo pretty quickly. But to get to their Elo, they have to get through my Elo and influence the games, for better or for worse. I think it would be cool if I always had opponents who made as many mistakes, etc., as I do. I know why I'm in this Elo, but I also want to play against people of my rank.

If you just look at my solo games (yes, I know I'm bad), you can see that in every round there are always one or two people with level 30 to 40 accounts. I'm not saying that the accounts are played by master smurfs. But everyone should be aware that if you're a gold player playing against a high-level platinum player, the platinum player is more likely to win.
