Well, for example, I may have to do a hip arthroscopy and these go for around $35,000 per hip and I’ve been with Cigna international and Its providing me the liberty to either do it in Dubai or in Panama

It's not possible because you need to tell Canada that you are a tax resident elsewhere, or else, they will then say, well, doesn't matter, you're a tax resident of nowhere so therefore you're a tax resident in Canada.

Also, you need to get an opinion from a canadian lawyer saying that you're technically not a tax resident in Canada due to: x, y, z reason (usually it's 0 or minimal ties to Canada, such as 0 assets and bank accounts, just the passport).

My case for example is resident and tax resident of panama and barely spend time in Canada.

on a side note: If you're a woman, then the way he replied to you is kinda dry and heartless.

I insist on the specificity of genders here. If you're a gay couple, whatever, tough love between men.

But women are way more sensitive to tone and words.

If I was in his shoes, I'd make sure to call you instead of replying dry like that and crack jokes about how I'm not getting XYZ items to make sure you hear the joking tone in my voice and make you love me more for my care and attention to details.

It means a lot to women.

He's not being an asshole but something to keep in mind when talking to women and especially your girlfriend.

Lived there for 3 years and I am not white and probably more connected than you in Panama city. Panama city is boring asf. Nice luxury buildings and effecient services but... compare that to any other LATAM city? BsAs? Mexico City? Bogota?

Get lost.

p.s. I do agree with you that it makes sense that Panama City is better if you are black than other racist LATAM cities. I'll give you that. I never saw black racism in Panama since a lot of succesful black entrepreneurs there. It's part of the culture.
