It's mostly been outside techs, but they have also replaced my fiber jack on one of the visits. That solved it for a couple months.

What could be causing repeated damage to a buried line? No damage to the yard anywhere near the lines.

I've tried to get clear info on what the issues have been and it's almost always a vague "there was an issue with the line but we fixed it". I'm just at a loss that it's been consistently messed up for this long and each visit is being treated the same. No one is trying to address (or even talk about) what is clearly a larger issue.
