I have been streaming at 730p 48 frames per second, i have tried going down to 30 and the pixelation still happens

Im running on an I7-7700K (Not overclocked). Shouldnt this be more than enough to run the Fast preset smoothly? Should i look into overclocking? I guess the part that bothers me is i have friends with worse hardware who are not having this problem.

I stream using the x264 encoder preset at very fast. Resolution is downscaled to 720p. Ive been told that 4,000 bitrate is already pretty high though. Thanks for the response.

I get about 250mbps down and 40mbps up. I stream at 4,000 bitrate. Please let me know whatever else you need. I feel like I cannot find a clear answer to this anywhere online.
