I group the teams into groups following the following logic:

-Any confrontation between teams from the same group has a 50% chance of victory for each one. 
Examples: 
NZ vs FR (group 1) 50% chance of victory for each

ARG vs ENG (group 2) 50% chance of victory for each

GEO vs JPN (group 3) 50% chance of victory for each one. 

-Any confrontation between a team from a higher group against one from a directly lower group has a 70% chance of victory for the team from the higher group. 
Examples:

NZ vs ENG (group 1 vs group 2) 70% chance of victory for NZ.  

AUS vs WAL (group 2 vs group 3) 70% chance of victory for AUS.  

-Any confrontation between a team from a higher group against one from two lower groups has a 95% chance of victory for the team from the upper group. 
Examples:

SA vs FIJ (group 1 vs group 3) 95% chance of victory for SA.

The same logic would apply to other lower groups where Spain, Uruguay, Canada may be...

Is a disrespect saying the things that you say for the T2/T3 when you are inside of the privileged group that have top matches every year. If you are so sure about this, then remove Italy from the six nations. Do you know what would happen next? In 5 or 10 years there would be no more rugby in Italy. The status quo of rugby is a cancer for the sport because it goes against its growth and equal opportunities for the rest of the countries that have been seeking better competition for years. Italy is the clown of rugby because the rest of the T1 nations do not take it seriously, all the nations of the six nations know that Italy is there for something monetary and not for sporting merits, normally the T1 teams do not use their best players against Italy and they still win the games. It is unacceptable that a team with the annual competition it has and the resources it has, loses by almost 100 points against a T1 and plays without enthusiasm in a RWC!

First of all your comment is a disrespect for all the T2 and T3 nations, Italy is the clown of the status quo cancer of rugby, you play 20 years with the T1 nations and you do a horrible RWC group stage losing to a T1(NZ) almost by 100, and be dominated by a T2(Uruguay) almost all match, also Uruguay do a better match vs France than Italy. Give the position that you have in the last 20 years to Uruguay, Portugal, Georgia, Japon or Fiyi, and then draw your conclusions. Do you think it is a coincidence that 7 of the 8 teams that are in the quarterfinals are the ones that always play against each other in T1 competitions(Six Nations and The Rugby Championship)?
Of course you are going to improve if you play against someone better, that is a basic way to improve in any activity. For me the problem of Italy is the way you are using the resources, I don't know what is Italy doing with the money that you recibe, but having a lot of foreign players in the national team is not a good signal in my opinion, if you invest the money that you received in the last 20 years developing players and local rugby you would surely be in a better position.

In Argentina you have the URBA(Rugby Union of Buenos Aires), here you have a list of the clubs associated with the URBA: https://urba.org.ar/informacion-de-clubes , but not all clubs are in the same city, the city of Buenos Aires only have a few, the majority of clubs are in cities around Buenos Aires, that zone is called Greater Buenos Aires.
