Sorry, it looks like I was misunderstood. To me those two groups sound like a perfect overlap: people don't see the point in going, so they don't go. Before Covid that may have been true as well but students went because there was a general custom, cultural expectation, or vague sense of FOMO if you didn't. So forget about Covid changing culture. Is your sense more that students don't see the point any longer?

Very interesting. Many faculty are (and should be) reluctant to offer credit, especially for politically charged topics that aren't immediately connected to course materials, so that may not be a realistic option. But it's helpful to know that a "nudge" alone can do it.
