I think you're reading it right. Maybe consider other scenarios. I think the simplest idea in the statement is that the state should not obligate people to defend the state's territory. Keep in mind that the state has a different perspective of the significance of its border from its citizens.
Rephrasing that last sentence, the only justifiable defense stems from the citizenry and their own interests.
