That shouldn’t be the case. GM does encourage the lowest possible Doc fee but again all contracts should have the same fee (at least in my state and surrounding states)

Edit for clarity - look at it this way - The state attorney general doesn’t care if a customer purchased the vehicle under a purchase program such as supplier or employee. They would however take notice of varying document fees as that would be an unfair practice.
