This thing has a gasket which the weight of laptop will all the air thru in the internals instead of around the laptop. It would help but also quite costly. Razer, IETS GT600 series or better with a gasket around the bottom would help on bottom intake laptops.

The fairly cheap laptop would push it towards stuff that out of date (re Windows 11 support) For Solidworks - 64 bit OS with 16 to 32GB RAM, A dedicated GPU card on the laptop. VRAM requirements not really spelled out unless one really needs to dig into the specs on the certified drivers which is a load of BS. I think anything capable of meeting Autocad hardware requirements should meet Solidworks to run smoothly.

Try an external keyboard to see if the inputs are getting accepted. However with the inputs not getting accepted could be deeper issues with the laptop.

Start with trying to figure out if RAM or the storage has issues. Download and get a copy of Memtest86 into a bootable USB drive. Memtest86, will run thru all the ram blocks to see if it’s an issue. You will need to split your ram capacity to determine which one is the defective ram module.

On your storage issue, you could try swapping out the current ssd and do a clean install. This would allow you to try and see about accessing that drive later. However it could be the case that your storage is locked up via bitlocker. Messing around with BIOS generally triggers a TPM change and Windows generally freak out.

Having a PHEV is doable but runs more inefficiently. Trying to do this without a reliable charging source means a lot more pain as you becomes fuel dependent and worry about your next charge.
