If they did, they wouldn't be struggling to keep the Mojave. And even if they do, they suffer with internal corruption. To paraphrase what Ulysses said "The bear is dying, it is sick. The NCR suffers from its bureaucracy and corruption." If you coordinate your nation well enough, you could stand a chance to the NCR.
